加入世贸组织与转变卫生行政管理模式

在新的形势下，对政府行为提出了适度、规范、公开、高效等方面的要求。为转变卫生行政部门的职能，构建与市场经济和入世相适应的管理模式，必须以新的行政理念，重新界定政府在卫生事业发展中的职责和作用，通过改革实现从无限政府向有限政府，从无限行政向有限行政、从依政策行政向依法行政以及从“权威”行政向服务行政转变，形成“小政府、大服务”格局，以使卫生行政部门成为国家和人民群众利益的代表，而不是医院的“总院长”。

Transforming the pattern of health administration to meet entering the WTO

Under the new situation, government actions should be moderate, normal, opening and effective. In order to transform the functions of health administration department for establishing new management pattern to meet market economy and the WTO, the responsibility of the government in health enterprise should be defined newly. Health administration department should become the representative of the nation and the people instead of general manager of the hospital.
