| 摘 要： | 文章分析了近年来西方自然垄断与政府规制理论从基本概念到应用对策的若干有代表性的理论思想 ,并由此提出其对我国当前自然垄断治理的一些观点 :1 垄断不代表社会福利的损失 ;2 规制不再是提高自然垄断的经济效率的唯一手段 ;3 自然垄断的规制应具有动态性。

| Abstract: | The paper summaries and analyses representative western economic theory on natural monopoly and government regulation to expose itsinternal logical relationship and offer theoretical basis on deregulation, which includes the fundamental conception and application. Accordingly, the paper puts forward some riewpoints concernong our supervision on natural monopoly:(1) Monopoly doesnot mean the loss of social welfare (2) regulation isn't the only means to increase the efficiency of natural monopoly (3) the regulation of natural monopoly should be dynamic. |
