联勤体制下特勤疗养全维保障管理机制构建与实践

目的：构建联勤体制下结构合理、运行机制顺畅、质量效益明显的特勤疗养全维保障管理机制。方法：从结构统建、制度统一、资源统筹、任务统配4个方面入手，建立适合特勤疗养全维保障的“统管合用”管理机制。结果：促进了保障能力的跃升，促进了技术特色的形成，促进了支撑条件的改善。结论：联勤体制下特勤疗养“统管合用”的管理机制，是有效实现“适应全维环境需要的全能特勤疗养组织、适应全维健康维护需要的全谱特勤疗养功能、适应全寿命维护需要的持勤疗养全程优质服务”特勤疗养全维保障的重要途径。

Management Mechanism of Special Service Recuperation under Joint Service System

Objective： To set up management mechanism of the special service recuperation under joint service system which is of rational construction, smoothly operational mechanism and significantly quality benefit. Methods： We have constructed the management mechanism of“ united management and alliance employment” from four aspects including unitized structure, united system, overall integrated resource and unified distribution mission. Results： The results showed that this mechanism had improved the ability of guarantee, promoted the construction of special technology and perfected the conditions of support. Conclusion： It was suggested that setting up management mechanism of the special service recuperation under joint service system was the way to increase the support effectiveness and improve the development of the special service construction.
