《母婴保健法》颁布实施以来，烟台市认真学法普法，营造良好的舆论氛围和社会环境，本着有法必依，执法必严的原则，使母婴保健管理步入法制化管理轨道，依法规范了母婴保健质量管理，全市的婴儿死亡率和孕产妇死亡率一直控制在１５‰和２０／１０万左右，母乳喂养率达８５％以上，住院分娩率达９８％以上，成为山东省首批爱婴市。
