| 摘 要： | 优先发展县级公立医院是我国县域医药卫生体制改革的核心举措。建构医疗服务的横向竞争机制和纵向整合机制是县级公立医院发展的前提，改革医疗保险的付费制度是县级公立医院发展的关键，重构医疗机构的监管机制是县级公立医院发展的保障。

| Abstract: | Optimizing the development of public hospitals at county level is the core strategy for medical system reform in county areas in China,which should be arranged from the three points of medical service provision,fund raising,and supervision to guarantee the institutional structure of the optimized development in public hospitals at county level.Constructing horizontal competitive mechanism and vertical integrated mechanism is the premise for the development of public hospitals at county level.Reforming payment mechanism of medical insurance is the key to the development of public hospitals at county level and the reconstructing supervision mechanism for medical institutions is the guarantee of the development of public hospitals at county level. |
