| 摘 要： | 在论证了乡镇卫生院对药品收入有较强依赖性的基础上,该文从不同的角度分析了药品收入与防保工作之间的关系,发现“以药养防“和“重药轻防“状况确实存在.现阶段如果在乡镇一级实行医药分开核算、分别管理,不利于防保功能的落实,引起的震荡较大. |

| Abstract: | This paper presents the drug income is the biggest part of total revenue in township hospitals in rural China. As the main way of compensating, it is true that the drug income is depended on providing its health and preventive services. If the new health policy and reform measures which are going to implement in the cities which are extended to the rural areas. The township hospitals will be led to dilemma and it is needed to transfer part of the funding to support of preventive function. |
