卫生研发活动经费流向调查指标与监测体系

在提高卫生研发活动资源配置效率日益成为全球卫生科技发展热点的情况下,掌握研发活动经费流向情况是改善资源配置效率的重要前提。以往关于卫生研发经费流向情况的信息十分缺乏,系统地追踪全球卫生研发经费流向情况是一个长期的目标。本就卫生研发活动经费调查在世界范围内所进行的情况,以及实施调查涉及的概念、分类指标进行概述。同时,就我国卫生研发经费调查的现状进行分析,并对建立我国卫生研发活动监测体系给予政策建议。

The survey index and monitoring system of health research and development (R&D) funding flows

Much has been said and written in recent years about "Health research & development (R&D) funding's allocative efficiency". Tracking financial flows into health research is a key point to improve the allocative efficiency. Yet, the information on health research financing is lack and fragmented. The development of a systematic monitoring of global investments in health R&D is a long-term goal. This study aims to provide a summery about research on resource flows for health R&D in the worldwide and definitions, classification indicators about the research. In addition, we analyze the status of health R&D funding investigation in China, and elicit how to develop a monitoring system for tracking health R&D funding flows.
