医药分开路径探索

目的：探索适合我国国情的公立医院医药分开改革路径。方法：文献及政策分析，实例调研，访谈法。结果：我国医药不分家的产生原因是，在药品流通中，医疗机构和医生的政策和技术垄断性，即是需方垄断又是供方垄断，致使市场机制失灵，推高看病费用。我国新医改中的一系列医药分开政策，也意在打破医药利益格局，从根本上解决医与药中的不合理问题。结论：公立医院医药分开的理论路径：（1）增加政府投入，提高医务人员收入，合理体现医务人员价值。（2）完善市场竞争机制。（3）明确医保是付费方的定位，发挥医保控费作用。

Approaches for the separation of medicine and drug

OBJECTIVE To explore the approaches for the separation of medicine and drug in China. METHODS Domestic and foreign situations, researches for the theory of the medicine market, analysis of policy of the separation of medicine and drug and investigation into the cases, interview with experts were investigated. RESULTS The target of new medicine reform was to reduce the difficulty and high cost of getting medical treatment. The reasons of drug-maintaining-medicine and false high drug price are the policy and technology monopoly and monopsony of hospitals and doctors, which resulted in market failure. The policies of new medicine reform in China were to break the benefit structure of medicine and drug, radically solve the problem of them. CONCLUSION The theoretic approaches for the separation of medicine and drug are to increase government investment and income of medical personnel, improve market mechanism, and control cost from health insurance as a buyer.
