均等化目标下我国农村公共卫生服务多元供给刍议

为实现农村公共卫生服务均等化目标，应改变当前农村公共卫生服务政府垄断局面，构建多层次、多元化服务供给制度格局。在借鉴公共产品供给理论、第三部门理论、多元治理理论、政府再造理论等理论基础上，提出在农村公共卫生服务中引入竞争机制，提高农村公共卫生服务供给效率，满足多样化供给需求。在政府奠定服务供给主导地位的同时，力争构建“政府＋非政府组织＋私人＋市场组织＋国外组织”五位一体的供给格局，同时探索长效的、多渠道的农村公共卫生服务融资渠道。
