韶关市老年人医疗保险费用控制研究

目的：探讨老年人医疗保险费用控制的有效措施。方法：应用实证研究、定量分析和文献比较方法。结果：人口老龄化加剧，老年人群体占参加医疗保险人员比例逐年升高，2003年已达32．5l％，老年人对医疗服务的使用一般是年青人的3～4倍，老年人每人次医保费用及平均住院日较其他医保人员高，老年人占用了医保基金中较大比例的费用。结论：医疗保险制度在老年人费用控制体现了相当的效率和质量，但仍需改善改革的外部环境，并重点加强对于老年人的医疗服务供需方的费用控制。

STUDY ON THE COST CONTROL OF ELDER'S MEDICAL INSURANCE OF SHAOGUANG CITY

Objective:To study the effective cost control measures of elders medical insurance.Methods:Positivism study , quantitative analysis and document compare analysis were applied .Results:The elderly tendency was speeding,the proportion of the elderly among the medical insurance people was rising year by year,it was 32.51% in 2003 , the used medical service of the elderly was 34 times more than the young , the medical insurance cost and average hospitalization time of every elder were higher than others , the elderly occupied more medical insurance fund.Conclusion:The Medical Insurance System shows quite efficiency and quality , it is important to improve the environment of reform , and emphasis on strengthening the management of hospitals and patients as the effective cost control measures for the elderly.
