全国省级疾病预防控制机构艾滋病预防控制人力资源现状调查

摘    要:目的 了解全国省级艾滋病预防控制机构人力资源现状,为政府部门合理配置艾滋病预防控制机构人员提供科学依据。方法 采用横断面调查、普查的方式进行通信调查,并辅助电话访谈和面对面访谈,数据处理采用SPSS13.0进行描述性统计分析。结果 分别发放整体情况和个案两类调查表32份和540份,回收32份和492份。结果显示,全国省级疾病预防控制机构现有艾滋病预防控制人员540人(平均每省17人),理想防治人员数与现有人员数间缺口157人。具有高级专业技术和防治工作经验的人员相对缺乏,人员普遍感到工作负荷重,待遇偏低。结论 在增加防治经费投人的同时,相应增加防治工作队伍的人员编制和提高人员待遇,建立和完善人员准人制度,充分利用临时聘用人员完成项目工作或部分防治工作。

Abstract:Objective To assess existing human resources for AIDS prevention and control within provincial CDCs,and to provide evidence for rational allocation of human resources by governmental agencies for HIV/AIDS prevention and control.Methods Telephone and face-to-face interviews were conducted with representatives of CDC institutions and staff members.Two types of questionnaires were used:one for institutions and the other for staff.From institutions,all the 32 questionnaires circulated were completed,and from staff members,492 questionnaires were completed(out of 540 circulated).Data management and analysis were carried out using SPSS 13.0.Results Across China,there are 540 full time staff working on HIV/AIDS in CDCs at the provincial level,with an average of 17 persons per province.The estimated staff shortage is approximately 157 in the whole country.There are insufficient numbers of senior professionals with experience in HIV/AIDS.All respondents reported overloaded working burden and underpayment.Conclusion To match China's increasing investment in HIV/ AIDS,human resource needs should be met to ensure that key targets are to be achieved.In addition,staff should be provided with appropriate incentives in line with their responsibilities and performance,and more efforts should be made to attract and keep senior professional staff.A short-term approach to bridge the current manpower gap is to hire temporary staff to perform project-based job and part of government-assigned missions.
