基于数据包络分析的河南省卫生资源配置效率评价

目的 对河南省卫生资源配置效率进行分析，为制定河南省卫生规划提供依据。 方法 采用数据包络分析法（DEA），并应用DEAP2.1软件，对河南省卫生资源配置的横向和纵向效率进行分析。 结果 河南省卫生资源配置效率横向比较中，各地区配置效率存在差异，其中5个市卫生资源配置相对有效；在纵向比较中，2005-2013年综合规模效率不断提高，2013年规模收益呈递减趋势。 结论 提高规划力度，调整卫生资源内部结构，促进资源优化配置。

Evaluation of the efficiency of health resource allocation in Henan Province based on data envelopment analysis

Objective The study analyzed the efficiency of health resource allocation in Henan Province, aiming to provide a reference for health planning in Henan Province. Methods Data envelopment analysis (DEA) and DEAP2.1 software were used to analyze both horizontally and longitudinally the efficiency of health resource allocation in Henan Province. Results Horizontal analysis showed that allocation efficiency varied by regions in Henan Province, among which five cities were more efficient than the others. Longitudinal analysis showed that efficiency in comprehensive scale had continued to improve from 2005 to 2013 and scaled profit had decreased in 2013. Conclusion Enhancing the planning efforts, adjusting the infrastructure of health resources, and promoting optimal allocation of resources are advised.
