县级疾控机构卫生应急人员胜任力评价指标体系研究

目的 建立县级疾控机构卫生应急人员胜任力评价指标体系,为其培训和考核提供理论依据。方法 通过文献研究法、Delphi法筛选胜任力指标并建立评价指标框架；利用层次分析法计算各级指标重要性的权重值，形成评价指标体系。结果　 共选取卫生应急领域23名专家进行咨询，2轮专家咨询表的问卷回收率均为100%，专家咨询表的Cronbach’s α系数分别为0.965和0.976；第一轮专家咨询确定该指标体系共包含4个一级指标，10个二级指标和40个三级指标，其中逻辑判断、语言表达、高标准、主动积极、预防为主、风险意识等在胜任力模型中的权重较高；通过2轮专家咨询最终确定县级疾控机构卫生应急人员胜任力评价指标体系，包含5个一级指标，12个二级指标和43个三级指标。结论 逻辑判断和语言表达的基本能力，积极主动和高标准的个性特征，预防为主和风险意识的应急理念是其胜任力的重要特征；采用Delphi法和层次分析法科学确定了该指标体系各指标的权重，研究结果具有可靠性。

Study on the Construction of the Evaluation Index System for Health Emergency Professionals' Competency of County-level Centers for Disease Control and Prevention

Objective This work was to establish a CDC health emergency professionals' competency evaluation index system at the county-level in order to provide a theoretical basis for the training and examination of emergency staff. Methods Competency indicators were filtered and the framework of evaluation indicator system was established through literature review, Delphi method. The analytic hierarchy process (AHP) was conducted for getting the weighted values to establish the evaluation indicator system. Results 23 health emergency field experts were selected. Two rounds of expert consultation questionnaire recovery rate was all 100%, and the Cronbach's α was 0.965 and 0.976, respectively. The first round of expert consultation generated the index system including totally 4 first-level indicators, 10 secondary indicators and 40 tertiary indicators. Among these indicators, conscience of prevention first, being active, logic，language expression，risk awareness and high standard weighed high in the competency model of weight is higher. After two rounds of Delphi expert consultation， the evaluation index system for health emergency professionals' competency at the county level CDCs contained 5 first-level indicators, 12 secondary indicators, and 43 teritary indicators. Conclusion Logic and language expression is the basic ability; being initiative and having high standard is of personality traits; risk awareness and emergency concept is an important characteristic of the competence of professionals. The weight of each index in the health emergency personnel competency evaluation index system determined by Delphi method and the analytic hierarchy process (AHP) rendered the reliability of this system.
