摘    要:目的了解南京市建邺区社区卫生服务中心人力资源状况,探索改善社区卫生服务中心人力资源配置的有效措施。方法对南京市建邺区7家社区卫生服务中心的人力资源状况进行调查。结果部分社区卫生服务机构人员配备不足,结构不合理,缺少中高级职称人才,女性偏多。收入低、工作量大、社会地位低是影响人员稳定和工作积极性的主要因素。结论各级行政部门应建立合理的人员配置评定体系;应加大投入力度,加强人才队伍建设;应制定合理的社区卫生服务机构考核细则等。

Abstract:Objective To understand of configuration status of human resources for community health services in Jianye District in Nanjing and to explore effective measures for human resources allocation. Method To investigate human resources statues of 7 community health centers in Jianye District. Result Some centers had the problems of staffing shortage, irrational structure, lack of senior personnel, too much females. And low income, heavy workload and low social status were the main factors affecting staff stability and enthusiasm to the work. Conclusion The government should establish a reasonable assessment system, develop a realistic approach to job assessment and incentive mechanism, and formula a reasonable evaluation rules for community health services agencies.
