Experiences and inspirations of international health security cooperation in Russia

This article analyzed Russia’s strategical policies on international health security cooperation and bilateral and multilateral actions,and discovered that Russia uses international health security cooperationas a critical soft power tool to promote diplomatic relations and enhance international influence.It was found that during the selection of bilateral cooperation partners,Russia generally prioritizes those that align with its diplomatic strategies,and that it adopts the strategy of point-to-areagradual diffusion,and uses science and technology empowerment to establish targeted cooperation with other countries.In addition,Russia fully recognizes the advantages of multilateral mechanisms in enhancing international influence,and actively uses home diplomatic eventsto enhance its discourse power.Finally,in terms of foreign aid,Russia chooses to cultivate its ability to implement health development aid through effective tripartite cooperation based on its own national conditions and affordability.These experiences should provide important inspirations to countries that are emerging in the participation of global health governance.
