“以人为中心”整合型医疗健康服务体系的关键要素研究

近年来,按照新时代卫生与健康工作方针和全面推进健康中国建设的要求,医疗健康服务体系建设与改革取得巨大成就,但与满足人民群众的健康服务需求和健康中国建设要求还有差距。构建"以人为中心"的整合型医疗健康服务体系既是发展趋势,也是卫生健康事业高质量发展的必然要求。本文认为构建"以人为中心"整合型医疗健康服务体系就是全面落实"以人民健康为中心"的发展理念,推动实现人人享有基本医疗健康服务的目标。其关键要素包括全面落实"以人为中心"的理念;建设覆盖全方位、全生命周期的医疗健康服务体系;提供连续性、协调性、综合性、个性化的整合型医疗健康服务;构建分工协作为导向的激励相容机制;建设多元共治共享的治理机制和高效的沟通反馈机制;建设互联互通的信息系统和推动信息技术广泛深入应用等。文章最后提出了构建整合型医疗健康服务体系的政策启示和建议,供决策参考借鉴。

Analysis of the key elements on people-centered integrated healthcare system

In recent years,great achievements have been made in the construction and reform of China’s healthcare system in accordance with the new-era guidelines for health work and construction requirements of comprehensively promoting Healthy China.However,deficiencies still exist in meeting people’s demands for health services and the construction requirements of Healthy China.Establishment of a people-centered integrated healthcare system is not only a developing trend,but also an inevitable requirement for the development of a high-quality health industry.This paper believes that the construction of a“people-centered”integrated healthcare system is to fully implement the development concept of centering on people’s health and promote the realization of basic health services being available to all.Its key elements include:full implementation of the people-centered concept;construction of a healthcare system covering all aspects of people’s whole lifetime;provision of continuous,coordinated,comprehensive,personalized and integrated health services;construction of an incentive compatibility mechanism oriented by labor division and cooperation;establishment of a multi-subject co-governance and sharing governance mechanism and a high-efficiency communication and feedback mechanism;and establishment of an interconnected information system and promotion of the extensive and in-depth application of information technology.Finally,the paper puts forward policy enlightenments and suggestions for constructing the integrated healthcare system,which can be used as references for the government in the future decision-making.
