摘    要:目的 建立一套指标体系,用于评价初级保健人员提供精神卫生服务的能力,以期为促进农村社区精神卫生服务提供依据.方法 采用改进的德尔菲专家咨询法(Delphi)建立精神卫生服务能力评价指标体系,经过层次分析法(AHP)计算权重,形成一个用来测量精神卫生服务能力的问卷.结果 咨询专家的权威程度和协调系数较高,指标体系较可靠.最终确定评价指标体系共有指标54项,其中一级指标2项,二级指标8项,三级指标44项.信效度检验结果较好.结论 运用德尔菲法构建的精神卫生服务能力评价指标体系,对于指导基层社区精神卫生服务有重要意义.

Study of evaluation index system about service capability in primary health care workers

Abstract:Objective To establish an index system to evaluate the service capability in primary health care workers,so as to provide evidence for the promotion of mental health services in rural areas.Methods The evaluation index system of mental health service capability was constructed by using modified Delphi method and the weight was calculated by using analytic hierarchy process (AHP).A questionnaire was established eventually to assess the service capability of mental health care workers.Results The authority degree and coordination coefficient of counseling exports were relatively high,which indicated that the index system was reliable.The final evaluation index system consisted of 54 items,which included 2 first class indexes,8 secondary class indexes and 44 third class indexes.The index system showed satisfactory reliability and validity in practical application.Conclusion It is an innovative way to establish an index system for capability evaluating by applying the Delphi method.This study is of great importance in guiding the community mental health services in rural areas.
