口岸食品、饮用水供应电子监管系统的开发与应用

本文分析了对口岸食品、饮用水供应实行网络化电子监管的必要性。青岛出入境检验检疫局根据实际监督工作开发了口岸食品、饮用水电子监管系统。该系统集远程电子报检、监督审批、电子监督档案、行政许可、风险分级管理和黑名单、业务统计等功能于一身，能有效提高工作效率，确保口岸食品和饮用水供应的卫生质量，且适应《国际卫生条例》（2005）提出的对“生物、化学和核放射”进行防控的检疫要求。

The Exploitation and Application of the Electronic Supervision and Management System of Food and Drinking Water Serving at Frontier Port

The article analyzed the necessity of the internet and electronic management to food and fresh water serving at frontiers. According to the actuality, Qingdao Entry-exit Inspection and Quarantine Bureau exploited the electronic supervision and management system of food and drinking water serving at frontier port, which was used to long-distance declaration, supervision and authorization, electronic supervising records, administrative authorization, the management of risk classification and black list, statistics and so on, improve the efficiency and make sure the serve quality of the food and fresh water at frontier, which comforted with requirement of protecting against the use of biological, chemical and radio-nuclear materials affect health in new International Health Regulations（2005）.
