摘    要:目的分析湖北省世界银行贷款项目环境改造灭螺工程的费用-效果与费用-效益,为今后科学规划环境改造灭螺工程提供依据。方法参照卫生经济评价原理和方法,对湖北省160项世界银行贷款项目环境改造灭螺工程的费用-效果与费用-效益进行分析。结果160项环境改造灭螺工程的单位灭螺面积费用为0.81元/m2,有螺面积下降1%的费用为116.62元,总费用效益比为1.10,总净费用效益比为0.10。结论虽然不同疫区市、不同方法的环境改造灭螺工程的费用-效果与费用-效益差异较大,但是总体上还是可产生较好的直接效益。

Abstract:Objective To analyze the economic benefits of the 160 snail control projects. These projects were supported by World Bank Loan Project for Schistosomiasis Control in Hubei province in order to provide scientific plan for the snail control project through environmental modification in the future. Method Cost-benefit and cost-effectiveness analysis were carried out to analyze the economic benefits of these snail control projects. Result The unit cost for the snail control was 0.81 yuan/m2. The cost of reducing 1% of the snail-covered area was 116.62 yuan. The ratio of cost to effectiveness was 1.10, and the net ratio of cost to net benefit was 0.10 in the 160 snail control projects. Conclusion Outcome of the snail control project through environmental modification was influenced by several factors depending on the methods used in environmental improvement. All of the cities are benefited from these engineering projects.
