Winter pressures. Frozen assets

Tracking the expenditure of a health authority's winter pressures allocation showed that a fifth was unspent. Investments yielded only limited extra services. There was little evidence of improved assessment and admission processes. The late announcement of the money and its non-recurring nature inhibited a coherent approach to service development.
