三年建设前后不同地区卫生监督机构监督检查能力的比较分析

目的了解2003年至2006年3年来不同地区卫生监督机构卫生监督检查能力的变化情况。方法采用系统抽样的方法，调查全国省市县各级卫生监督机构卫生监督检查工作的开展情况和职能落实情况。结果（1）3年来，除东部卫生监督机构卫生监督检查覆盖率略有降低外（-0．1％），其他地区监督检查覆盖率、户均卫生监督检查频次卫生监督员入均现场检查天数均明显增加；（2）2006年西部卫生监督检查职能的平均项目开展比例项目完成度相对较高，分别为54．O％和38．6％，中部地区项目开展程度（72．9％）稍高于其他地区。结论3年建设前后除东部地区卫生监督检查覆盖率略有下降外、三地区其他各项指标均呈上升趋势，卫生监督检查职能开展情况不容乐观。

Comparative study on the health supervision and inspection capabilities of health inspection institutes in different areas after three-year construction

Objective：To understand the changes on health supervision and inspection capacity of health inspection institutions in different areas from 2003 to 2006. Method： Use systematic sampling survey to investigate the developing and fulfilling situations of the health supervision and inspection of three layers of health inspection institutions . Results： （ 1 ） In the past three years, except the slight decrease of the coverage of supervision and inspection （ - 0. 1% ） of health inspection institutions in east , the coverage of supervision and inspection, the monitoring frequency per household and the day on spot inspection per supervisor of other areas increases obviously. （2） In 2006, the average developing proportion（54.0% ） and the average fulfilling degree（38.6% ） of health supervision and inspection items of west health inspection institutions is higher than others, but the average developing level （ 72.9% ） of items of middle health inspection institutions is relatively high. Conclusion：during three -year construction in China, besides the slight decrease of the coverage of supervision and inspection （ - 0.1% ） of health inspection institutions in east, the indexes of these areas show increasing tread, the developing state of items of health supervision and inspection is not satisfactory.
