| 摘 要： | “人才强卫”是医疗改革新形势下做好卫生工作的重要指导思想，加快卫生事业改革发展必须依靠人才。实施专科医师制度，重点是要统筹专科医师与全科医师、专科医师与医学专家、专科医师培训与住院医师规范化培训、专科医师制度与学校医学教育等四大关系。

| Abstract: | As talents play an important role in speeding up the development of medical care reform, Talent Srengthening Health serves as the guiding principle of health care affairs in this context. It is suggested that specialist system be implemented with the focus on the relationship between specialist and general practitioners, specialists and medical experts, specialist training and residency training, and speciallist and the medical education in schools. |
