省地县三级妇幼保健机构卫生技术人员配置现状分析

摘    要:目的:掌握省地县3级妇幼保健机构卫生技术人员数量、结构、人力素质现状及地区差异,为妇幼保健机构规范化建设人力配置标准的制定提供依据。方法:通过《全国妇幼卫生机构管理信息网络报告系统》,实现妇幼保健机构资源与运营信息网络实时直报。结果:各级妇幼保健机构卫技人员占在职职工总数的比例均在80%左右;省地县3级机构卫生技术员比例达标率分别为78.6%、42.7%、52.1%;卫生技术人员中本科以上学历比例分别为41.3%、29.9%、11.3%;副高以上职称比例分别为16.4%、12.2%、3.9%;人力素质评分分别为7.19、6.02、4.97。地区之间比较,在卫生技术人员数量、本科以上学历及高级职称卫生技术人员比例、人力素质评分方面省级机构地区之间无明显差异,地级与县级机构基本呈现东中部地区高于西部地区的趋势。结论:基层妇幼保健机构卫生技术人员的数量及人力素质配置均较低,且存在地区差异,西部地区的地级与县级机构人力配置需要加强。

Abstract:Objective:To grasp medical and health personnel current situation of WCH institutions of province and prefecture and county,provide a basis for working out manpower allocation standard of WCH institutions.Methods:Data were collected through"National Management Information Web-based Reporting System of Woman and Children Health Facilities".Results:Medical and health personnel proportion in all staff of three rank WCH institutions were all about 80%,up to the standard rate of medical and health personnel proportion of three rank WCH institutions was 78.6%,42.7%,52.1% respectively.Above BA educational background medical and health personnel accounted for 41.3%,29.9%,11.3% respectively.Title of a senior professional post medical health personnel accounted for 16.4%,12.2%,3.9% respectively.The manpower quality score was 7.19,6.02,4.97 respectively.WCH institutions of prefecture and county in east region were all higher than that in western region in quantity and quality of medical and health personnel.Conclusion:Manpower quantity and quality allocation of grass-roots WCH institutions are lower.Manpower allocation of WCH institutions of prefecture and county in western region should be strengthened.
