对小璜镇中心卫生院实施托管制的调查研究

近年来，政府财政对乡镇卫生院的投入不足以及转轨过程中的体制性障碍等各方面的原因，导致乡镇卫生院经营每况愈下。除了进行彻底的产权转让以及吸收民间资本合资经营外，选择并不改变产权属性以及医院性质的医疗托管制成为了政策不确定条件下各地卫生部门的现实选择。为此，笔者对江西省东乡县小璜镇中心卫生院进行了实地调研，并在此基础上提出丁关于医疗托管制的一些思考。

Investigation of township hospital trusteeship in Xiaohuang Town

In recent years, township hospital has gone down the drain because of insufficient investment of government and institutional barriers of reform progress. Besides thoroughly property right alienation and joint venture in order to attract civilian capital, hospital trusteeship without changing property rights and hospital characteristics has been a realistic choice under uncertain condition for local health departments. So we investigated Xiaohuang township hospital and proposed some thoughts about hospital trusteeship.
