公立医院医疗服务成本及效率分析

目前公立医院的医疗服务成本居高不下,医疗资源紧张,如何有效控制成本、提高资源使用效率是公立医院的管理重点与难点.以某三甲公立医院四个科室2008年的相关数据为基础,分析了各科室成本构成及效率.研究发现,人员支出在成本中占据较大比重,奖金大大超过工资,奖金制度不尽合理,医师人数严重不足,病床使用率超过100%,病床周转次数较低.针对这些问题提出建立全面的绩效考核指标、控制材料费用、建立术前评估制度等建议.

Analysis on medical service cost and efficiency of public hospital

Medical service cost of public hospital stays high, and medical resource is in short supply. How to control cost and improve resource usage efficiency are important and difficult. This paper analyses medical service cost and efficiency on the basis of 2008 data of four departments of a third grade class a public hospital. The results show that staff expenditure in cost weighs heavy, bonus is much more than wages, the system about bonus isn＇ t rational, physician is seriously inadequate, rate of bed utilization is more than 100%, turnover rate of hospital beds is small. Some advice such as establishing performance assessment index, controlling material expenditure, establishing assessment system before surgery is put forward.
