| 摘 要： | 公立医院是深圳市医疗机构的主体，其发展与改革受到社会的关注，寻求公立医院发展与改革的政策取向是进行卫生政策研究的一项重要内容。文章利用情景分析的方法。探讨了深圳市公立医院筹资结构，思想观念，运行机制，配置和技术效率，公平性等方面存在的问题和改革的政策取向。

| Abstract: | Public hospitals are the principle part of the medical organization in Shenzhen City and their development and reform gets much attention from the society. Consequently, it is a key issue to explore the policy orientation of the development and reform on public hospitals. In this study, the investigators analyzed some problems and the possible policy orientation in the public hospitals of Shenzhen City by situation analysis: financing structure, operation mechanism, thought idea,configure and technique efficiency, responsiveness. |
