三年建设前后我国卫生监督机构卫生行政许可能力的比较研究

目的明确2003年至2006年我国卫生监督机构卫生行政许可能力建设情况。方法采用系统抽样方法，调查全国省市县各级卫生监督机构卫生行政许可工作的开展情况和职能落实情况。结果（1）3年来，卫生行政许可数平均增加16．2％，被依法撤销的卫生行政许可数平均增加130％，卫生行政许可按时办结率基本维持在98％～99％之间；（2）2006年卫生行政许可职能的平均项目开展比例为41．2％，平均项目开展程度为70．5％，平均项目完成度仅为28．0％。结论卫生行政许可工作服务能力提高，质量监控力度有所提升。

Comparative study on the health administrative licensing capability of health inspection and supervision institutes before and after three-year construction

Objective：To find out the changes on health administrative licensing capacity of health inspection and supervision institutions from 2003 to 2006. Method： Using systematic sampling survey to investigate the developing and fulfilling situations of the health administrative license of three layers of health inspection and supervision institu- tions. Results： （ 1 ） In the past three years, the number of health administrative licenses has increased by an average of 16.2%, the number of revoked health administrative licenses by law increased by an average of 130%, and the approval rate of health administrative licenses has basically maintained at 98 % - 99%. （ 2 ） In 2006, the average developing proportion of health administrative licensing items was 41.2%, the average developing level was 70.5%, and the average fulfilling degree was only 28.0%. Conclusion： Health administrative licensing capacity of health inspection and supervision institutions has been improved during the three-year construction.
