我国疾控中心卫生技术人员资源配置现状及公平性分析

摘    要:目的 分析我国疾控中心卫生技术人员资源配置公平性现状,为优化资源配置、提高公共卫生服务水平提供参考依据。方法 基于我国卫生统计年鉴,采用洛伦兹曲线和基尼系数从人口、地理、经济三个方面,对我国2014—2018年疾控中心卫生技术人员资源配置情况进行公平性分析。结果 2014—2018年我国疾控中心卫生技术人员数量在减少,本科及以上学历、中高级职称占比逐步提高;人员数量按人口、经济配置的公平性优于按面积配置的公平性。结论 2014—2018年,我国疾控中心卫生技术人员总量和质量存在不足,面积配置的公平性较低,基尼系数超出警戒线,应采取相关措施促进我国疾控卫生人力资源配置向更加公平和合理方向发展。

Abstract:Objective To analyze the current status of resource allocation equity of health technicians in China’s Centers for Disease Control and Prevention, and to provide reference for optimizing resource allocation and improving public health services. Methods Based on China’s Health Statistics Yearbook, the Lorenz curve and Gini coefficient were used to analyze the equity of distribution of health technicians in China’s CDCs from 2014 to 2018 in terms of population, geography and economy. Results From 2014 to 2018, the number of health technicians in China’s CDCs was declining, and the proportion of staff with bachelor’s degree or above and middle and senior titles was elevated gradually. Personnel distribution based on population density and economic level showed better equity than that based on geographical area coverage. Conclusion From 2014 to 2018, the total personnel and quality of health technicians in China’s CDCs were inadequate, personnel distribution based on geographical area coverage was less equitable, and the Gini coefficient exceeded the “warning line”. Measures should be taken to enhance the equity of health worker distribution in CDCs.
