新冠肺炎疫情在对三级公立医院运营带来极大影响的同时,也助推了其变革发展。依据SWOT分析,结合后疫情时代三级公立医院内外部环境,把握其发展态势,然后基于组织韧性理论,探讨后疫情时代三级公立医院发展途径,提出通过塑造“险前预防—险中应急—险后恢复”的韧性风险防控流程和重构“扩大融资—成本管理—均衡资源”的韧性经营模式,推动后疫情时代三级公立医院健康持续发展。

Sustainable Development Strategy of Tertiary Public Hospitals in the Post-epidemic Era Based on theTheory of Organizational Resilience

While the COVID-19 epidemic has a great impact on the operation of tertiary public hospitals,it has also boosted its transformation and development. Based on SWOT analysis,this paper combines the internal and external environment of tertiary public hospitals in the post-epidemic era to grasp its development trend. Then based on the theory of organizational resilience and the characteristics of the post-epidemic era, the paper discusses the ways to develop tertiary public hospitals in the post-epidemic era,and proposes to build a resilience risk prevention and control process which is"prevention before risk-emergency in risk-recovery after risk"and reconstruct a resi lience business model which is"expand financing-cost management-balanced resources",in order to promote the healthy and sustainable development of tertiary public hospitals in the post-epidemic era.
