青年科技人才对科技管理类期刊学术质量建设的贡献率测度与分析

摘    要:【目的】 研究青年科技人才对科技管理类期刊发展的作用,提出促进青年科技人才与科技管理类期刊协同发展的建议。【方法】 以《科学学研究》为例,基于2016—2020年相关数据,构建科技管理类期刊学术质量评价体系、《科学学研究》学术质量建设模型、青年科技人才论文的学术质量评价体系和青年科技人才对《科学学研究》学术质量建设的贡献模型,测算青年科技人才对科技管理类期刊学术质量建设的贡献率。【结果】 2016—2020年,青年科技人才对《科学学研究》学术质量建设的年度贡献率分别为84.901%、83.322%、78.266%、80.031%、76.384%,5年间的总贡献率为81.235%,年均贡献率为80.581%。【结论】 青年科技人才在科技管理类期刊学术质量建设中的贡献较为重要,但制约青年科技人才发表高质量学术成果的因素日益凸显。因此,科技管理类期刊应构建促进青年科技人才与科技管理类期刊协同发展的学术共同体,不断提升青年科技人才的积极性和创新性;发挥科技管理类期刊在科技体制改革中的特色资政功能,开设有关新兴前沿和科技管理热点问题的资政建言类特色专栏;破除青年科技人才发表高质量学术成果的制约因素,优化双向反馈路径。

Abstract:Purposes] This paper aims to study the role of young scientific and technological talents in the development of scientific management journals and put forward suggestions to promote the coordinated development of young scientific and technological talents and scientific management journals. Methods] Taking Studies in Science of Science as an example, based on the relevant data from 2016 to 2020, we constructed the academic quality evaluation system of scientific management journals, the academic quality construction model of Studies in Science of Science, the academic quality evaluation system for the papers of young scientific and technological talents, and the contribution model of young scientific and technological talents to the academic quality construction of Studies in Science of Science. The contribution rate of young scientific and technological talents in the academic quality construction of scientific management journals was calculated. Findings] From 2016 to 2020, the annual contribution rates of young scientific and technological talents to the academic quality construction of Studies in Science of Science are 84.901%, 83.322%, 78.266%, 80.031%, and 76.384%, respectively. The total contribution rate in the past five years is 81.235%, and the annual average contribution rate is 80.581%.Conclusions] Scientific and technological talents have made great contributions to the academic quality construction of scientific management journals. However, factors that prevent young scientific and technological talents from publishing high-quality academic achievements have been prominent in recent years. Therefore, scientific management journals should build an academic community which promotes the development of young scientific technological talents and the academic quality development of scientific management journals, constantly improve the enthusiasm and innovation of young scientific and technological talents, perform the special senior administration functions in the reform of the scientific and technological system, set up special columns for advisory advice on emerging frontiers and hot issues of scientific management, break the constraints that affect young scientific and technological talents to publish high-quality academic results, and optimize the two-way feedback path.
