| 摘 要： | 基本药物制度的根本目的是保证民众对安全有效药品的可及性。在药品政策改革实施过程中,相关利益方行为变化能否与设计目标一致,是决定政策目标能否实现及其实现程度的关键因素。基本药物零差率政策存在的主要问题包括：没有充分考虑地区发展的差异性,没有建立实现政策目标的激励机制,并且影响居民的药物可及性和＂强基层＂的改革目标。针对这些问题,可考虑做出如下调整：基本药物保留加成销售政策,同时允许基层卫生机构配备和使用非基本药物,但非基本药物实行零差率销售政策。
