医德档案:医院管理新坐标

摘    要:医德档案制度是医疗职业道德建设载体的新探索.以“医德档案”普及率、认可度调查结果为切入点,着手对“医德档案”推广阶段的决策、传播、教育、控制、测评、关联等环节的实践进行回顾分析,提出医德档案系统化建设中的八个着眼点,即制高点:以“素质工程”的目标追求,统领绩效考核系统;切入点:以“职业精神”为引领,建立职业行为“痕迹管理”;关键点:坚持“充分尊重”原则,规避医务人员群体心理逆反;控制点:以“联席办公”机制,催生便捷互认共管效应;测评点:以多层的采集信息平台,形成客观具体多级管理系统;转化点:以“自律”为根本,营造自我道德情操提升空间;区别点:以“阳光”定位,测评结果向本人透明;延伸点:以“开放”为原则,融入人力资源综合管理体系等需要特别关注的问题及解决方案.

Abstract:Medical ethics archive system is a new exploration of the construction of carrier of medical ethics.Began with the survey results of popularizing rate and approval degree of "medical ethics archive",the authors analyzed the decision-making,transmission,education,control,evaluation,associated aspects of the "medical ethics archive" in its promotion stage.Eight points were put forward to the systematic construction of the medical ethics archive,namely,the commanding heights: conducting performance appraisal system by the goals of "quality project";entry point: "professionalism" leading to the establishment of "professional traces management";key points: adhere to the "full respect "principle,avoiding the psychological antagonistic of employees;control points: the mechanism of the" joint office ",giving birth to a convenient mutual recognition of co-management effects;evaluation point: forming an objective multi-level management systems by the multi-layered collection of information platform;transition point: taking self discipline as the foundation and forming a platform for self moral improvement;difference point: the survey results are open to everyone;extension point: based on the open principle,participating in human resources management and solving some other problems.
