卫生统计数据质量存在的主要问题及其控制措施

为提高卫生统计数据质量,对国内外近几年卫生统计数据质量存在的主要问题及其控制措施进行综合评价,认为数据质量存在的主要问题是不够真实、不够准确,时效性、可比性差,适用性不够强。针对上述问题应采取如下措施:树立新的数据质量理念,提高人员素质,加强诚信教育,改善统计调查的环境;改革统计体制,加强法律制度建设,提高执行力;加强顶层设计,提高调查制度制定的科学性;建立数据质量评估制度;加强统计基础工作建设,规范信息化建设等。

Problem and regulatory measures in health statistical data quality

Comprehensively reviewed the main problems and regulatory measures in health statistical data quality were published in recent years in domestic and overseas so as to improve the health statistical data quality. Main problems were as follows： not true and accuracy enough, bad timeliness and comparability, applicability was not strong enough either. We should take measures as follow： to establish a new concept of data quality, improve the quality of personnel, strengthen honesty education, create a good environment of statistic and survey, reform the statistical system, strengthen the construction of the legal system, improve execution ability. Strengthen top-level design to improve the scientificalness of investigation system, establish a data quality assessment system, strengthen the basic condition construction of statistics and standardize the information system construction.
