| 摘 要： | 股份合作制作为产权制度改革的热点 ,已经在乡镇卫生院的改革实践中取得初步成效。但是 ,在改制过程中 ,也暴露出思想认识保守、国有资产流失、配股比例不稳定、内部利益最大化、民主监督乏力、人事管理滞后、法制规范不健全等一系列问题 ,在对问题剖析的基础上 ,该文提出了乡镇卫生院实行股份合作制改革的政策建议。

| Abstract: | As a focus of reform of ownership system, joint-stock system has been preliminary succeeding in the reform of township health center. However, there are many problems revealed, such as conservative cognition, state-owned capital draining, unstable ratio of stock distribution, maximization of internal benefit, lacking of democratic supervision, backward personnel system, imperfect law system, and so on. Based on analyzing these problems, this paper puts forward policy suggestion about implementing joint-stock system in township health center. |
