坚持走中国特色医药卫生体制改革道路

我国新医改旨在建立中国特色医药卫生体制，实现人人享有基本医疗卫生服务，其特色主要表现在理论与制度基础、文化传统和国情民情等方面。新医改是以“四梁八柱”为框架的“大医改”，公立医院改革只是其中一个部分；如何发挥市场机制在新医改中的作用，是医改必须处理好的重大问题。目前，新医改的战略重点仍是“强基层”，在抓好县域综合医改中推进县级公立医院改革。县域综合医改应从顶层设计与立法规划、基层创新与制度建设、纵向联合与全科医生等方面进一步体现中国特色。

Insisting on reforming health care system with Chinese characteristics

Chings new health reform is to build a health care system with Chinese characteristics and to realize the goal of primary health for all. The characteristics of China＇s health reform lie mainly in its theoretical and institutional basis, cultural tradition,national conditions and public feelings. China＇s health reform is a comprehensive reform com posed of what is called ＂four beams and eight pillars＂ , with medical reform just one part of it. How to scientifically utilize market mechanism is key in the reform. At present,the strategic focus of the reform is insisting on strengthening local health care systems in different county regions so that countylevel public hospital reforms could be propelled. To further display the Chinese characteristics of the reform, countylevel health care reform is in great need of careful top design and regulations,local innovations and institutional constructions, hierarchical coalition and general practition er system.
