| 摘 要： | 通过对药品零差率与社区卫生服务关系的探讨,分析药品零差率可持续发展的可行性和必要性。得出针对"看病难、看病贵"问题的解决方案:需要完善药品零差率制度,提供财政保障,提高医疗服务效率;药品零差率制度与社区卫生机构收支两条线政策配合实施,充分发挥医务人员社区服务的积极性;完善社区卫技人员队伍,稳定和培养卫生人才,发挥资源纵向整合优势;认真落实社区卫生服务措施。完善社区卫生服务既需要政府的进一步支持,也需要社区卫生机构自身的努力。社区医院发展任重道远,切实保障和提高社区医疗服务质量是充分发挥药品零差率作用的关键。
