Syphilis role in HIV being studies in California. STD and HIV surveillance working together

For the past three years, syphilis outbreaks in men who have sex with men have worried health official because of what they indicate about a resurgence in high-risk behaviors. But are these outbreaks facilitating HIV transmission, or is syphilis contained mostly to MSM who are HIV-positive?
