建立非营利性医疗机构等级服务体系构想

分析上海目前多层次医疗服务现状，探讨实施新医疗保险制度和医院分类管理后，非营利性医疗机构的服务体系改革如何适应医疗保险制度，形成配套改革措施，建立非营利性医疗机构等级服务的动回、资源配置、等级服务的价格体系等。为我国基本医疗保险、补充医疗保险和健康保险的平衡发展构筑平台，提供发展空间。

Study on Establishing A Multi-layer Health Services System of Non-profit Hospitals

In this article Shanghai's current situation of multi - layer health services was analyzed. A fter the implemetation of both the newly introduced health insurance system and classified administration of hospitals, the issue was discussed that how non - profit hospitals take initial measures to adapt themselves to the changes of environment. Then the author studied the driving force of establishing a multi - layer health services system and its relevant topics such as the distribution of health resources, a corresponding prize system, etc. The conclusion was that such a system would boost the social medical insuance system and the supplementary medical insurance system by making room for further development.
