| 摘 要： | 从全球发展形势来看,突发公共卫生事件的发生几乎是不可避免的,因此,建立有效应对突发公共卫生事件的机制已经成为世界各国的共同任务。而应对突发公共卫生事件的过程就是对其进行危机管理的过程。从危机管理的角度综述了危机的含义、特点、类型、生命周期及危机管理的基本内涵的研究成果,分析了危机不同阶段管理突发公共卫生事件的措施。

| Abstract: | From the derelopment tendency all over the world, the public health emergency is almost inevitable.So,To establish an effective response mechanism to the public health emergency is the common duty of each country.While the process of responding to the public health emergency is actually the process of the crisis management.This paper reviewed the research results of the meanings,characters,categories,lifecycle and the basic connotation of the crisis management,and analyzed the measures of the crisis management in different phases. |
