Shanghai City's practice in reforming the medical insurance system

In the light of the integration of theory and practice, the paper discusses the dialectical relationship among reform, development and stability in the reform of the medical system. It then proceeds to discuss such issues as measures for establishing a social medical insurance system integrating social pools and personal accounts in metropolises, the establishment of a multiplelevel medical security system, the rational control of medical costs and the steady promotion of supporting health reforms.
