广东省部分城市餐饮业推行食品卫生量化分级制度综合成效评价

摘    要:目的:通过广东省部分城市在餐饮业和学生集体食堂中推行食品卫生监督质量化分极管理制度的区域性效果评价,了解我省在管饮业和食堂推行该制度取得的综合成效和检验所建立指标体系的可操作性及有效性,方法:利用建立的综合成效评价模型设计调查表格,随机抽取广东省部分城市进行量化分级管理实施效果的调研,通过统计分析确定各项指标的改善程度及综合得分,并进行成效比较和对评价指标体系进行外部信度和教度的检验。结果:调研的三市在改善食品卫生水平、科学监督管理和引导消费方面均取得一定的成效,特别是改善食品卫生水平成效显著,又以餐饮具消毒,环境卫生,卫生管理等改善程度最大;通过各项指标综合得分比较,珠海市、韶关市的学校集体食堂改善食品卫生水平程度显著高于餐饮单位,而惠州在两类单位中相近;珠海、韶关、惠州总体评价得分分别为77.7、77.9、81.8。结论:三市综合成效相近,接近显著水平,惠州市稍高,总体与实际情况相一致,说明该制度确实是一种科学有效的管理模式,同时也证明了成效评价指标体系具有一定的信度和效度。

Abstract:Objective:Evaluate district effect of food sanitation quantitative graded management system in food services and school collecting dining room in some cities,find out the composite effect of this management and investigating the maneuverability evaluates the index sign system with the usefulness.Method:Composite effect evaluation model was adopted to draw up questionnaire,then choose some cities to test and verify the effect of food sanitation quantitative graded management system,and determine improvement and composite score of every index through statistics and analysis,compare effect and test external credibility and efficiency of appraisal index mode.Results:The three chosen cities have gained improved in food sanitation and scientific management and guiding consume,especially in food sanitation,and improved mostly in table-ware disinfection and environmental hygiene and sanitary management;through compare composite scores of improved food sanitation index,it is found that the improvement in school collecting dining room is significantly higher than that in food services in Zhuhai and Shaoguan,and there is no significant difference between two units,the total evaluation scores are 77.7 and 77.9 and 81.8,have no significant difference.Conclusions:The composite effects in three cities are close,near significant level,a little higher in Huizhou,totally similar to actual situation.It shows that this system is a scientific and effective management mode,and it is also proved that effect evaluation has some credibility and efficiency.
