网络直报6年后厦门市传染病监测时效性评价

目的了解网络直报系统运行6年后厦门市传染病疫情报告时效性。方法利用厦门市2004年和2009年网络直报系统的传染病个案库,分析网络直报各环节的时效性及影响因素。结果 2009年全市传染病监测时效性指标：诊断-填卡、填卡-生成、诊断-生成、0天报告及时率、生成-确认及24小时审核率均优于2004年,但各区发展不平衡,报告及时性以海沧区最好,同安区进步最大,湖里区提高幅度最小;而审核及时性则以海沧区最差,思明、集美、同安3个区均已达100.0%。各类医疗机构的报告及时性也发生了变化,2004年以医院中医院最好,2009年其位于疾控中心、卫生院、专科医院之后。结论网络直报系统运行6年后,传染病疫情报告、审核及时性均有了显著提高,但各区、各类医疗机构之间发展不均衡,存在薄弱环节,应认真查找原因,采取有针对性措施,进一步提高全市疫情报告工作质量。

The timeliness evaluation of notifiable communicable diseases surveillance system in Xiamen City, 2004 and 2009

Objective To understand the timeliness of the infectious diseases reporting in Xiamen City after the direct reporting network system has been used for 6 years. Methods Using the data of the direct reporting network system of 2004 and 2009,the timeliness and influential factors among the links of the direct network reporting were analyzed. Results The indexes of the timeliness of the infectious diseases surveillance of Xiamen City in 2009：time between the disease diagnosis and filling the reported card,time between the reported card filled and the card generated,time between the disease diagnosis and the card generated,the rate of 0 day reporting,the rate of 24 hours are significantly better than 2004,but there was imbalance in the development of every district,the timeliness of reporting of Haicang District was the best,Tongan District had the biggest improvement,Huli District had the least improvement; the timeliness of confirming of Haicang District was the worst,Siming,Jimei and Tongan District had reached 100.0%. The timeliness of reporting of the different types of medical health units had changed,Hospitals and Traditional Chinese Medicine hospitals was the best in 2004,but CDC,Health-care stations and special hospitals were better than that in 2009. Conclusions The direct network reporting system has been run for 6 years,the timeliness of infectious diseases reporting and confirming have both improved significantly,but the development of the different districts and different types of medical health units is uneven,each district and each unit has different weak links,we have to take effective measures to make them better.
