| 摘 要： | 依据医疗保险付费方式与公立医院管理体制相适配的基本原理,阐述医疗保险不同付费方式可以撬动公立医院不同管理体制的核心观点,并提出以医疗保险后付费方式改革为契机和以医疗保险预付费方式创构为支点撬动管制型公立医院管理体制改革和治理型公立医院管理体制创构的主要思路。
