药品集中招标采购操作过程中存在问题初探

对我国药品集中招标采购工作实施过程中存在的问题进行了分析，这些问题表现为招标主体五花八门，中介机构违规操作；招标品种选择不合理，评价标准不科学；招标过程不透明，存在暗箱操作；合同签订及执行不规范，不按规定履约；招标过程繁琐，加重了企业负担；缺乏成熟的集中招标采购运作模式等。从而为规范药品集中招标采购操作过程、确保其实施效果提供科学依据。

Problems in Process of Medicine Concentrate Biding and Purchase

This paper has conducted an analysis to the issues existed in the process of implementing the medicine concentrate biding and purchase policy, which include such problems as multifarious biding subjects, agencies having managed illegally, unreasonable biding choices and unscientific criteria, opaque biding process as there exists black case work, the contract signing and executing not following the stipulations, complicated and over elaborate biding process that more burden has been imposed on the enterprises, and lacking mature concentrate biding and purchase operating pattern. Therefore, the present exploration has provided scientific basis for standardizing medicine concentrate biding and purchasing process and furthermore ensuring its effective implementation.
