新型农村合作医疗农民筹资的集约化实验研究

为探索新型农村合作医疗农民筹资的长效机制,在山西省沁源县王和镇进行了集约化方式筹资的实验。各行政村采用周转资金、集体垫付和卫生所垫付三种集约化筹资方式中的一种,经过村民大会讨论形成决议或农户与村卫生所签订协议后,每年全县集中筹资时未能按期缴纳个人筹资农户的资金由集体或卫生所垫付,然后以农民报销医药费或现金收回。实验两年收到了参合率提高、费用降低和农民满意的效果。

Experimental research on Intensive fund-raising of farmers of new rural CMS

To explore the long-term and effective mechanism of farmers'fund-raising of new rural CMS,we have carried out an experiment in intensive fund-raising in Wanghe Town,Qinyuan County,Shanxi Province.In each administrative village,one of the three ways is adopted to raise money,which are circulating funds,collective or health clinics paying for farmers temporarily,and the farmers repay later.And after passing a resolution by holding a farmers'meeting or signing an agreement between households and the village health clinic,the collective or the health clinic pays for the households which cannot hand in money on time while the whole county is doing so then they get the payment back when the farmers submit medical expenses or in the way of cash payment.After a two-year experiment,it has brought about satisfactory effects,that is,the participative ration has incresed,cost has been lowered,and the farmers are satisfied.
