新型农村合作医疗法制化建设若干问题探讨

为推进新型农村合作医疗(以下简称新农合)法制化建设,采用综合与分析的方法,探讨新农合立法的必要性、可行性、原则和步骤;按照一般法律框架和确立原则的要求,探讨新农合立法的总体框架,并对有关主要内容作补充说明。新农合立法条件已经基本成熟,具有立法权的各级立法机构,应在各自权限范围内,尽快启动新农合立法程序,建立健全新农合法律体系,提高立法质量,明确执法主体,完善责任体系,规范运行机制,促进新农合健康、稳定和可持续发展。

Exploration on the Legislation Construction of the New Rural Cooperative Medical System

In order to promote the legislation of the new rural cooperative medical system(NCMS),using summarizing and analyzing methods,we probe into the necessity,feasibility,tenet and process to the legislation of the NCMS. According to legislation demand,we probe into the general outline of the NCMS legislation and explain some important contents. In our country,legislation condition of the NCMS has been maturated basically. The legislative body of all levels should start the legislative procedure of the NCMS,establish laws and regulations of the NCMS,improve the quality of the NCMS legislation,formulate subjects of law enforcement,consummate responsibility system,standardize operational mechanism,accelerate the development of the NCMS healthily,steadily and continuously.
