| 摘 要： | 对上海市环卫保洁改制企业进行了调研,在对现状总结基础上,对当前企业市场化运作中面临的问题进行了梳理,指出改制取得了一定的成绩,但还没有完全达到预期的改革目标,企业仍面临诸多发展的瓶颈,但改革方向是对的,需要整合资源,加强政府的政策指导。

| Abstract: | Restructuring status of environmental sanitation cleaning enterprises in Shanghai was surveyed. On the basis of the survey, the problems which the enterprises meet in market operation were discussed. Restructuring has made some achievements, but it didn＇t fully achieve the expected reform objectives. The enterprises are still faced with many bottlenecks for the future development. The direction of reform is right, but needs to integrate resources and enhance government＇s policy guidance. |
