The Compound Concept of Governmental Performance and Its Evaluation System

Governmental performance is the main criterion according to which the efficiency of governmental administration is evaluated. It is a compound concept mainly including economical, social, and political performance. Governmental performance is restricted and determined by governmental cost. Without public, just, and fair principles the value of governmental performance will be less than governmental cost. Distorted governmental performance will lead to less governmental publicity, excessive governmental control of economy, delayed transformation of governmental functions, abuse of public power, lack of market drive to develop economy, and slow progress of the whole society. Nationalization of society, unbalance of power structures, economization of administrative functions, indirect relationship between governmental performance and governmental cost, are basic courses for distorted governmental performance. To improve governmental performance, correct concepts, new assessment system and evaluation mechanism must be established, and market mechanism must be properly applied to governmental operation.
