Analysis of resource allocation efficiency of Sichuan primary medical and health institution under the background of regional cooperation

To analyze the input of core health resources and the output of services about primary medical and health institutions in Sichuan Province and the five major economic zones from 2011 to 2018, to evaluate the efficiency of health resources allocation, and to provide the reference about improving the efficiency of resource allocation for the five major economic zones of Sichuan Province, based on the background of regional cooperation. Methods By using the BCC model and the Malmquist index, evaluated the resources allocation efficiency of primary health care institutions in Sichuan Province and 21 cities and states from 2011 to 2018. Results The overall efficiency of resources allocation in Sichuan’s primary medical and health institutions during 2011—2018 was basically the same, and the average TFP was 1.016. There are five cities and states with TFP>1 and the DEA was effective in 2018. They are Deyang and Ya’an in the Chengdu Plain Economic Zone, Zigong in the Southern Sichuan Economic Zone, Dazhou in the Northeast Sichuan Economic Zone and Panzhihua in the Panxi Economic Zones. Conclusion The resources allocation efficiency of primary medical and health institutions in Sichuan Province needs to be improved, and the key is on improving pure technical efficiency. The efficiency of resources allocation in the five major economic zones of Sichuan Province were quite different, and the efficiency constraints were complex. When planning, it is necessary to pay attention to the synergy within the region and to fully consider the actual conditions of the cities and states in the five major economic zones to promote the coordinated development of various regions.
