Local tobacco control policies in China based on text analysis

To explore the characteristics of local tobacco control policies in China and provide reference for improving tobacco control policies and Healthy China tobacco control actions. Methods The tobacco control policies in 53 cities with local legislative authority were reviewed, and the content of 24 local tobacco control policies that were legislated or amended after 2005 was analyzed. Results The legal effect of tobacco control policies was inadequate, the policy planning and design needed further optimization, and the use of economic and information-based policy tools at the implementation level was insufficient. Conclusion The legal effect of local tobacco control policy needs to be enhanced. At the planning level, full participation of stakeholders is needed to optimize the policy design; at the implementation level protection of the young people should be strengthened and the role of multiple policies should be given full play; and in terms of the control scope, clear, rigorous and unified standards should be gradually established.
